Charger can, however, concentrate her electric charges into heavy-duty concussive physical blasts or create hard constructs (like swords for instance) with which to use to fight. She also has the ability to use her own vast energies to amplify her own strength as well, so she's stocked up with a fair number of tools in the toolbox. Seems to me that any kind of sustained lightning would likely generate a pretty heated charge as well. More on all that later, sir!

Wow! Cool stuff! I didn't give Grudge the ability to create hard constructs to fight with, but when encountering another electric foe he can basically nullify their power...and his own so that they have to fight hand to hand. Like an EMP. He is 7' tall 400lbs and a MASTER of Shaolin Long Fist. Here they are sharing a spark. If he's out to get Charger then it for a date!

It would for the most part because Grudge has nearly mastered his powers. Any interaction would allow him to know the specifics of her bioelectricity. Just seeing her would do BECAUSE that's her power. Also note that kind of tactic shuts down his own powers as well, but he cheats so that's why he's got the suit which can mimic some of his powers (at a lower level) for a while. 
Curious, since she is constantly emitting electricity does water short her out, and can she go swimming without electrocuting everyone in the water?

That's an excellent question. Though she is producing it all the time, her body is capable of withdrawing it and containing inside her body. Although I've not defined her power with a high degree of "Marvel Universe" type of specificity, I have always asserted that her energy actually mimics the properties of electricity in many ways, but it is not conventional electricity. My vision from the start was that the energy is a modifiable version of the energy that is the animating, sustaining life force of the body which can give her fighting energy, speed, healing, constructs and zapping powers. Even if water were capable of conducting the energy, Charger is capable of controlling where it disperses in a way that counters and overrides the water's conductivity.
Curious also: How far does Grudge's shutdown ability extend? Is it a bubble around him or does he project beams that sap the power? How would it go down if two super-powered beings attacked him, one from a distance and one from close up? Would he lose his powers on the close up attacker only to be vulnerable to the distant attacker or would everybody be shut down? Hmm.

Cool, I like that take on her powers.
Grudge's shutdown ability is by touch, and it only works on electric powered superhumans. So any touching him when he activates it will lose their powers temporarily about 90 seconds. So he wouldn't use it if he were facing multiple opponents. He can also use it on machines without touching them unless they are heavily shielded like Iron Man.
