According to TheNewSonicFanatic, this character was inspired by Sally Acorn. Donna was raised at age five by Lupe, the Leader of the Wolf Pack Freedom Fighters, and she went through a tumultuous series of flashbacks of Robotnik's takeover.

Nine years later, the young fennec promised Lupe that she would fulfill her mission as a Freedom Fighter, and assembled a group of her own team in the Great Unknown and put them under her leadership.

Donna has a knack for meeting the other Freedom Fighter groups and hopes to meet the Knothole Freedom Fighters so she could team up with them battle Robotnik. She is a kid at heart but gets arrogant easily. She likes leading her groups into battle and is trained at gymnastics, but does not tolerate excuses from weaker Freedom Fighters, (especially Antoine), and she does not know how to swim, since she's scared of deep water. A candidate voice actress voice for Donna would be Debi Derryberry.
