Here's the difference, Ruby has a cybernetic eye with is closer to the brain, and Cobalt as a cybernetic arm which the pain travels to his shoulder, so Xeria can easily dull Cobalts pain while Ruby has no other means of dulling the pain aside from the cigerettes and pain killers.
