Yeah, there was definitely something off with Summer Camp/Rules of Dating when compared to Shannon's behavior in prior episodes. And as much as I like elements about those episodes, it's character damaging like nothing else. It's about as bad as comparing NuBob to Classic SpongeBob--you can't deny there's something very off about the characterization.
