Well, for starters, I would like to see a more clear version of the monster if possible.
Secondly; as much as I know the Toon Monsters, they would have to be based on an actual monster. Not only that, but it would need to have "Toon" in its name (just following the consistency of the Toon archetype)
Third, if it was part of the "Number" archetype, then it would need to show its number too (following the archetype design rules).
Despite the design being pretty interesting and unique, especially by Toon standards, I don't know what exactly it is, nor do I understand the name.
Lastly, just figured that it is based on a monster. The last thing I should mention is that the effect should be a bit more consistent with the original effect of that monster like most of the other Toon counterparts of the original effect monsters.
Overall: I give this an 8/10. Not bad. I like the design, especially the face, but it does need a bit more work. You can take my critique into consideration if you want, but that's my overall opinion.

To clear some things up; First, It's number is actually on It's top hat. It is hard to see, I'll admit. I'll see if I can make it more noticable.
Second, I based this guy off of a yugioh themed Jojo Stand I made. Poker Face (Card)
I named IT after the Lady Gaga song, since Stands are named after something music related. Since Polka Face is meant to be a parody of my Stand, I decided to be clever and name it after the Weird Al song of the same name.
I see what you mean about the visibility though, sadly this is the best I can do. I'll see if I can make the number more visible though. Thanks again for the critique!
