Also, I saw the scene provided by Kaijufan97, but I dont understand the language. Why are they cuffed to the wall and gagged?

Man, I'm Russian, and I understood well that scene (native language after all).
Β The joke was that "There she (dressed up as a girl Casper) flew to a nice and kind woman..." And the next moment this "nice and kind woman" become the evil loud witch from the beginning of the episode. Casper says, "You look surprisingly familiar..." and witch replied:"Well, yeah, no other actress for this role was not.".
And then followed a scene with gagged and chained to wall Kat and Ghost girl. A thick hint, where are all the other female actors in this episode

Once, many many years ago, I used to watch this show on weekday morning, and in one episode there was this scene. It was a "blink and you miss it"-scene and it left such an impression on me.
I tried finding it again but no such luck. For years this scene has eluded me.
So I thank you, Hypercat and Kaijufan97, for finally putting that whole thing to rest. Thanks a whole million!
