Now that I think about it; this kinda looks like Korra's about to lock Bolin up in a dungeon of some sort, so she'll know where he is anytime she wants to "use" him...which is wrong on so many levels even when you aren't the Avatar, so you can imagine how wrong Korra 'would be' right now!!
