Download it, draw every frame (every frame is a layer) and save as .GIF

(not every program can save as .gif's, or only flat .gif's and not animations)

I don't know, I use Artweaver for that...
I believe photoshop can animate too.
Paint can also save as .GIF, doesn't work with frames.
Paint Tool SAI doesn't support .GIF's, I tried.
