Hello. I'm a representative from the Dragon Safety Board. According to Article 5, this is Level Alpha dragon abuse.

Pardon me sir but according to Clause 73 (the paragraphe about dragons more precisely): Magical beasts must be cared for, kept under control and concealed.
Dragons being class 5 beasts, if clause 73 can not be applied for any reason, the creature has to be put down before it causes any harm.
And this one... just burned his third village. We had to call in a professional.
