Kool though not a huge fan of items taking complete control over the target... I really enjoy the actual hypnotizing part of it from the hypnotist to the victim.

I do too. I kinda abhor the *poof you're hypnotized* effect that comes with mind control gear that you wear. Eh, during the concept stage, the circlet was actually a symbol of a lamia/snake cult, given to members who had submitted themselves fully to the queen/king lamia's hypnotic control. That's how I like to think of it, the circlet is just a constant physical reminder of their brainwashing.
Still, you can think of it as whatever you'd like.
