It's a possession, not a fusion. In a possession, if you kill the host, the organism survives and if you kill the organism, the host survives. And the Venom symbiote, to my knowledge, didnt have an agenda when it first took over Spiderman. I think it merely fed off of Peter's hatred and Anger. Broly's thirst for revenge against Kakarot and the Saiyans is what attracts him to the symbiote in a similar way
