This is a commission foras you can tell i made quite a few changes...
I was going for more of the pure MLP FIM style and i hope you like it!
[EDIT] I changed the wings from a more majestic design down to a simpler standard Pegasi design.

Vision: Okay, let me just say that this OC looks REALLY COOL. I know that I say an OC shouldn't try to stick out, but this is pretty boss. I'm just wondering what he's supposed to be exactly, like is he a Royal Guard redesign or what?
Originality: Body wise he's fairly decent, and I do like the light blue lines you used in his mane and tail, it gives him a more ethereal quality. However, the wings seem a little too big for a regular pegasus. They look more in line with alicorn wings in terms of size and feather shape, so that's a knock down there. Plus, I can't really tell what the cutie mark is supposed to be. Is it a shield, or some insignia?
Technique: Perfectly fine vector work, but the tail looks a bit too thin, and the place where his back leg meets the flank seems like it goes too far in for a stallion of his size.
Impact: I think this one stuck out to me mainly because of the wings, but once I got past that I saw some pretty good design choices that really made an impact as far as the design is concerned.
Overall: A good looking OC, with only one big design issue in my view. Whoever made this could clarify a little more on what his cutie mark is, and on what his position is, because judging by the armor and circlet he must be important. Keep it up!

Good job, it definitely works with the character. Now you cantell that he's strong, but not more pwerful than you're average pegasus. Keep it up!

I agree on all points! but as for the wing size. I made them bigger to accommodate the "bulkier" body style that i used.. as for the cutie mark.. you're guess is as good as mine lol!

True, but the dad tail on the feathers makes him seem a little more powerful than a regular pegasus. Maybe simplify them a bit?
