I jumped out of my seat when I opened this in a new tab and it became a bigger picture. I think this matches Doctor Robotnik's personality very nicely, it's quite accurate. I love the "I hate that hedgehog" quote that looks like it's written in blood, it looks like Robotnik wrote that himself, and having that quote there makes this picture more affective. As for his eyes, I feel like he's looking into my soul. It's creepy but in a good way, and his facial expression is mysterious, he looks so serious that it scares you. Only one Complaint about a nearly perfect picture: the "Eggman" symbol on the upper left is a pain. Reminds me too much of the lesser villain.

Nice pictures. Those scratches look really realistic. Because they are close to that text it really makes it look as he wrote this text with his own blood, coming out of a wound he got from Sonic (I guess).
While it is of course a question of personal style, I would suggest to try making his mouth harder. As MaRaMa-TSG once said to me: His whole head is a mouth.

His name differs in each series, in Sonic SatAM and the archie comics his name is Julian but in most series he's Ivo.
