I am pretty glad with this, I tried my best. I see it is not 'perfect', but I can live with that.And it took way over than an hour..
Paint tool sai: brush, water,airbrush,pencil. And some deform on the left lip.. I hope that allowed *^*

A very cute picture and very well done, too. It seems you paid the most attention to the eyes, which is good, people usually look into the eyes first. The anatomy is not perfect but that does not harm the composition. The only thing I am not satisfied with is the non-existend background. I know how boring it can be to make one, but trust me, your drawings would be much better without that blankness (and when you get the hang of it, it is loads of fun. Yes! I'm serious, backgrounds are fun! x))). Especially in this case it would have been awesome to have that dark background like in the reference you used.
I don't see why you have to ask an artist before you repaint their work. I think it's enough to link back to the original and say that it was not your "idea" after submission (this is very important). We are all just copying things we've already seen, it would be very time consuming to ask for everything.
Don't stop practising, you are talented

And well, yea. Backgrounds are probably fun when you get the hang of it, like most other things. Still, it is so tempting to leave it and just be 'done' with the thing, and thus I never really practice.
You know what? Right now I will re-open sai and start with the background, thanks to you ^-^ And thank you, I hope I won't ever stop drawing. Same goes for you: Keep drawing! You're great. It's a mystery how you draw those things so perfectly ^^

The cool thing about backgrounds is that they are not as restrictive as animals/humans and other creatures. Landscapes for example have no anatomy... you can go crazy with rocks, mountains, clouds... it's reaxing^^
