It's a reference of a video called "Mad Tea Party" from Brandon Rogers. It has a lot of rude language and a few MILDLY suggestive themes though, so I wouldn't recommend it if you don't like it.
Long story short, it's technically like the narrator from BBT narrated Alice in Wonderland, except people don't try to substitute swear words.
