Photoshop CS2 (but works with all version)

So, to start with, we've got this

Then you adjust the levels :3

You duplicate the layer :3 I do a gaussian blur on the 2nd layer (to adjust as you like) and then multiply :3

Then you add a new layer. Select the "gradient" tool and choose the colours you want to use (here, rainbow)

After that you set this layer to "overlay"... Tadaaa! All you need to do is adjust the colours with the opacity :3
