Emily Steele of my OC superhero series, the Bolt Chronicles, is kinda like this, as shown in Bolt 92 when she fired on the hero during a big battle; Emily Steele is the wife of Michael Steele, one of Bolt's biggest allies. In fact, Emily's 'friend' is Madame Omega, who wears a long green dress and a yellow wig, as she is meant to be a homage to the femme fatale of film noir fame-think a more evil version of Laura Hunt from the movie Laura.
