I'm pretty sure it's quartz that has been dyed blue as they commonly sell those. Especially since where the cracks are that are all over weaving around are darker possibly indicating dye that has been trapped, if it is indeed dyed quartz.
But I'm pretty sure it's just dued quartz as I have a huge rock collection that includes those types of dyed quartz.
EDIT: I checked and it is indeed just dyed quartz
