oK um

WELL
i cant really explain x'D maybe theres a tutorial for it um
wait i can try to explain its

you draw like an icon
then you go to window>timeline

make sure that the icon is on one layer, then make it invisible and click control+j so it duplicates

then you have two layers of the same icon, make sure that you can only see the first layer.
then you make a new frame and make it show up the second layer and make the first one invisible
and edit it slightly like make the eyes half closed for a blink

and then continue that and thats how i um do this animation thing ye
