Its over the Third eye as a representation that the collective consciousness aspect of Anonymous as a mental construct, no matter how physical or digital, always pertains to PHI as a sacred geometrical part of nature. I believe that the pentagram sums this up nicely as it is the 2d fractal geometry of the golden mean ratio.

That's a 5 pointed star or pentagram (pentacle if it's in a circle). It is used by some military forces (such as american) as a badge of honour, has religious meanings for pagans and has been mistaken for a satanic symbol in the past. (The satanic one is upside down).
The 5 pointed star features quite heavily in 'freemason/illuminati' conspiracy theories due to those organisations being into numerology and the importance of the numbers 1/3/5/7/9/21. Good times.
