Maybe "The First Order" is a reference to Order 66? After all, the *first order* given to Darth Vader and the Galactic Empire was the Jedi purge. With Luke having brought back the Jedi, destroying the Sith and the Empire in the process, he'd be more motivated to hunt down and destroy any Jedi that exist.
