Nah, because air passes through hair, but not a parachute. It doesn't have the parachute shape either. But we should probably ask someone with hair this long to tell us about it though, to make sure 
But it would be so funny if it was just like a parachute because then she could do that running resistance training athletes do where they run with a parachute... without a parachute!
