Probably when Vergomont started his drug cartel mafia business and it gained traction in the underground world which was bad for business unless they made deals with each other. I guess it's kinda like how long time rivals have witty banter when they're up against each other and there's certain tensions that could radiate off from it. Not quite evenly matched in powers yet nobody is really playing for keeps in whatever game they have going on. Basically Vergomont ends up falling for the big furry crybaby which brings out that sickly sweet Yandere side of his that even freaked out a demon. Vergomont be salty when Dev tapped out their little "game" and basically ghosted the vampy smol. Add vinegar to the wound he was gonna confess that very day so top that off with earth shattering heartbreak that left him depressed for a good long while
