It’s Tinker from the Capcom video game Maximo VS the Army of Zin, the sequel to the Ghosts N’ Goblins and Ghouls N’ Ghosts homage Maximo Ghosts to Glory. Tink is in her underwear because when she takes too many hits during a battle she loses her clothes just like Maximo does.
