I faved this a while back and never commented. This looks like something from The Wind in the Willows part Two. I can totally see Toad stealing a gyrocopter....

All sorts: thin wood for te basic frame, brass wire, paper and masking tape for the clothing, bits of scrap.

The outfit and design immediately made me think of Mad Max - Road Warrior (albeit a much more Steampunk version)
