no its not its WINDOWS live movie maker.just search it in windows search like paint.If you dont have it just install it from microsoft's site.

First, you use Hypercam 3 (recording app) and record yourself drawing. After you're done drawing, stop Hypercam and open Window Live movie maker (or Movie maker, it doesn't matter) and put the video that you recorded. When it's done loading, go to "Edit" and you'll see a "speed" option with a clock, and you speed up to however you like (mostly 8x or 16x, to be exact). And then, add your intro (if you don't have one, that's ok), then add music, and I think that's it. Finally, you save your file in "Save movie"- "Recommended for this project" and then it'll save. And you're done with your speedpaint
