Well, heres a little (ok, so its kinda big...
) tutorial for everyone who asked for one!

Yayyy
If you only want to select a certain part, just use the Rectangular Marquee tool.
Select some pixels, and if you want to add to the selection, click shift while selecting something else.
Does that make any sense?

Ok so I did everything... but what file do I save it under?

Go to File, then Save to Web, then it will save as a .GIF and it will be animated

Does it have to be playing? Or... uh... cause when I save it... it doesn't animate.

Oh, if you hit the little play button when you're saving it (under the color panel, I think) then it plays when you're saving it. But it doesn't matter, it will be animated whether you hit play or not
