I use Inkscape (free ftw) but I'm pretty sure anything with something called the pen tool will work. It's basically you click to make a point in a shape, then you can make a certain shape depending on where you put your points.

It's different from brush painting. It's more like making points for a shape. There is no mind blowing deserved, for the mouse is the better weapon.
