With practice and patience!  And a lot of that patience goes toward learning Blender's crazy interface and all the shortcut keys.

For this model I just started with a cube, then in edit mode (Tab key) I deleted all the points, then manually started adding them one by one (ctrl+click) to create the outline. (I set an image background in blender to use as reference). Then I repeated this in multiple "slices (using reference BGs for front and back view). After creating the points, I manually created the faces by selecting 3 points at a time and filling them (F key). 

The whole time I was using a mirror  modifier so I only had to make half of the model (the left half is a mirror of the right half). The hair is a separate object that was modeled similarly but without the mirror modifier.

Finally I applied some subsurf modifiers to smooth it out. The actual model is fairly low poly.

The texturing was actually harder than I expected. The eyes and cutie mark are a flat UV texture that took a while to get positioned properly. I hoenstly don't really remember exactly what I did to make it work...

This is by no means a masterpiece; but I learned quite a lot modelling this as well as Steven Magnet. The biggest problem is that I didn't rig this model, and the way it's modelled makes it almost impossible to rig for animation ( adding bones, etc), without seriously deforming the model. Oh well. 

Anyways, just start ctrl+clicking in Edit Mode to add points and creating faces with the f key and see what you can make, and (try to) have fun! (And it's always a good idea to have multiple viewports open so you can see front, top, and side all at once)
