Never heard of Hannah/ Barbara, but I did always like Bulk and Skull. Three more things I'd add:
1. While bully characters are generally just unlikable jerks, Bulk and Skull were always at least entertaining in how they went about it (Similar to Alvin in 'Paranorman'). They were very funny in kind of a "Beavis and Butt- Head/ Two Idiots Who Always Get Hilariously Screwed Over Due to their Own Stupidity" kind of way.
2. Due to their incredibly limited intelligence, they often come across as more like young children in teenage bodies, which makes them less threatening and thus more likable.
3. (I know you kind of touched on this, but it's so great I had to elaborate on it) In 'Countdown to Destruction,' they become straight- up HEROES as they lead the regular people of Angel Grove to help fight off the alien army! When Bulk shouts, "Let's get in there! WHO'S WITH ME?", it truly is their finest hour. If I were an Angel Grove civilian at that moment, I not only would have joined the fight alongside Bulk and Skull, I'd have considered it a great honor to do so! As dangerous as doing so would have been, them setting the example with such courage would have made it well worth it.
