I think the problem is, Near is, ~90% similar to L already, as your observation here kind of points out. That ~10% difference though, kind of makes all the difference. Thus, Near is sort of L 2.0, minus a lot of what made the first one loveable. I would also say that the problem is that one big difference between them is that Near lacks that sense of quirkiness that L had. This is a big reason why I preferred L over Light; and why I then also preferred Mello over Near (the former being the "quirkier" of those two, if in his own sociopathic way )

Personally I'll take Near over Mello any day.

I don't hate Near, but it would be great if he was his own character. I particularly enjoyed L because he actually considered Light as his first friend. Near just wants to finish what L started. (I mean, so did Mello, but he wanted to be better than L, which is more than what Near wanted to accomplish.)
