Sorta. I am still learning about textures but there are many good tutorias that show you different ways you can do things. [link] is a very awsome tutorial by Kayceeus. (I adore her photomanipulations. ^^)

I use adobe photoshop 7, but there are many programs you can use to achieve the 'textured' affect.
