I think I was better in the past (when I didn't have a tablet), but now I'm too used to my tablet that I cannot draw with a mouse! Plus, a mouse has no pressure points, so you cannot vary your lines or your coloring.
To keep things short: if you want to draw in the computer, buy yourself a tablet, even if it's a cheap one.

That depend on your style of coloring and the kind of tools you feel most comfortable with. It's best if you try the most populars (Photoshop, Sai) and decide for yourself which is best for you.
