These tiles are public! The 32x32 ones, however are not.This shows a tileset from Mother 3 that I revamped into Pokemon Black and White style for my game my team and I are working on. It has two layers so you can walk under it and around the platform, the glass ceiling is transparent, so when you walk under it you can still be seen (same with the NPCs).
