#037.5A - Vulpix first came to the Alola region together with humans, but through breeding and releases, began populating snowy mountain peaks in order to avoid the normal habitats of other Pokemon. Over time, Vulpix evolved to thrive in this new environment, creating a new sub species with an ice typing. These Alolan Vulpix are gentle-natured, and practice honing their icy breath by defending Pokemon and trainers in duress.

I also think Vulpix should have a mid-evolution as well. I actually thought of a funny idea how to make Vulpix line more interesting:
Regular Vulpix would be "FIRE" type.
Vulpix's mid-evolution would happen after reaching lv18 or lv20 and would be "FIRE/PSYCHIC" (he would learn some psychic moves)
As Ninetales, he would become "FIRE/GHOST" (and learn some ghost type moves above lv40)
Alolan Vulpix would be "ICE" type.
Mid evolution would be "ICE/PSYCHIC" (to learn some psychic moves)
And Alolan Ninetales would be "ICE/FAIRY"
Not only this change make regular Vulpix/Ninetales evolution more interesting, it also make it more efficient in battle. Also, now both regular and alolan Vulpix would share similar theme (they start as FIRE and ICE, mid evolution they gain "PSYCHIC" and learn some helpful moves, and in final evoluton they change "PSYCHIC" to "GHOST" and "FAIRY"
