Snow forms when water vapor from clouds rise up to the stratosphere due to hot air lifting it and having the ambient temperature of the stratosphere drop below zero (which always was), then causing those vapors to freeze and fall down as either hail or snow, but in extremely low temperatures they fall down as light snowflakes when their light liquid state freezes while it is arranged in different shapes and sizes due to it forming inside clouds.
