This is the first officer. As a child of a border world at a far edge of the federation, the borg attacked the vessel he was on. He had been infected with the borg assimilation nanites, but his spine was broken when debris fell over him. The starship was recovered by the federation. The doctors did the best they could for the young man, but the damage from the injury was made worse by the borg nanites. Starfleet did not have a transporter trace file to help him recover, and would not cross ethical codes in treating him.
Instead he was fitted with an exoskeleton to overcome his paralysis. He eventually joined Starfleet and section 31 has given him a standing order to monitor the AUGMENT helmswoman on the U.S.S. guardian with orders to kill if any signs of augment psychosis arise.
All of the attention he has directed towards the helmswoman appears to be romantic interest, and she is intrigued by him.

Looks like he is ready for some heavy lifting duty, both in the direct and figurative sense.

The Exo skeleton is both enhancing and supportive. I believe the character is physically damaged from an encounter in the Borg Wars
