I vaguely remember this guy. Didn't he used to throw open his trench-coat flasher style and reveal a pair of hip-mounted machine guns on robot arms?

A majority of the bad guys on COPS had cybernetic enhancements. "Buttons" McBoom-Boom was modeled after a old-style ganster called a "button man" (they buttoned up rivals and loose ends by killing them with machine guns. His was a pair of machine guns mounted into a flip-down mount on his chest plate.
