how do you do this effect for beautiful fur ? a special brush?

Thank you. I downloaded brushes to paint hair/fur, but it easy to do them yourself in every graphic program like Photoshop or Corel.

I can't find name of this brushes pack, but they are based on collection of spots in different spacing and sizes. I think it's easy to find similar pack.
