Just a guess, but the white pixels often turn up if you resize a layer before merging it into the background ... since the program has to "guess" on most of the pixels when you resize, and naturally it gets some wrong!
You can beat it by resizing the background first instead - that way it doesn't have any "edge" pixels to screw up.
