hey, sorry for the late reply (I had a mountain of messages to answer) if you mean the program it's photoshop. As to what technique, for this piece I started with a hard brush and applied some colors, then I lawered my opacity and blended the colors until it looks like mountains. For the specific colors I choosed a soft brush full oppacity and applied bright saturated or very dark saturated colors where I wanteded them, then I lowered the opacity and blended them in. In theory it's very simple
