Steampunk Transformers? I approve! You know that's actually a damn cool idea, I ran it through Google and am surprised few results came back. Steam tech and Transformers would be an awesome combination-- and so many options! Although I suppose steam-and-diesel is dated, and transforming into a steamboat or old factory is hardly as cool as futuristic vehicles. Haha!
Thumbs-up on the idea, I'm lovin' it! The colors are great and I like her design overall, it's got a great overall aesthetic that definitely brings "old technology" to mind. I'm not too familiar with Transformers, but for any mechanical life form I'd suggest packing in plenty of robotic detail. Time Keeper here looks more organic than metal, so perhaps you could study some steam-age tech and add in some cogs and gears to her actual body? 
(By the way, I can totally see her coat doubling as a flag!)

XD The idea just came up over a random stupid little conversation we were having, I was also really surprised to find not much came up. After all this time, I thought there would have been more of this combo. Not that I'm complaining though
Well, no matter what they look like and no matter what their alternate modes are, they're all made up of the same 'futuristic' wiring. So under all that is the same stuff as any 'modern' looking Cybertronian. It's just that the armour appears to be steamp-punk-ish and old. Although their ship is steampunk all the way through...

I didn't want to overuse cogs and gears (maybe it's just because I'm lazy and don't like drawing those too much XD) But generally I'm following the 'Transformers Prime' style of design which generally deals with less detail and more of this style.
But I get what you mean, perhaps I'll try incorporating some more mechanical details into other drawings

Haha, I like that! There's something so unique and fun about a Transformer that seems... anachronistic! Steampunk, dieselpunk, hey it's all the same inside but outside it stands out a lot.
