Do you have the lineΒ -GameTime.MaxSimFps 60 -GameTime.ForceSimRate 60+ set on Dragon Age Inquisition via Origin? If so, remove it. You can add it back when you've made your inquisitor and saved for the first time.

Idk, I played as Qunari first then went to the bogs and somehow it went downhill from there. So, I try a new save game since I've heard Qunari Inquisitors has glitches. Then, BAM! This happens...
No mods were used in my second save game.
