The back of my M69 flak vest is finally done
The S.T.A.R.S. lettering was done using stencils, fabric markers and sharpie pen lol.
The lettering beneath was done using just fabric marker and sharpie.

I used an M69 US Army flak vest for this. Got it on eBay for a little over £100. These are thee vests that Capcom based the STARS vests on. I just wrote the STARS lettering on the back myself
If you can't find one of these for sale, then I believe your only other option would be to make one yourself. Unless you can track down the official Capcom one, though that reaches the £1000's.

I can't afford hundreds of thousands of dollars for a vest the one I used for my U.B.C.S. costume of Carlos was like 70$ including the patch on it it was like 60 something for the vest alone I'll probably be recycling the pants and tactical pads I used from the U.B.C.S. costume with this
