How in the world do you make the lovely glowing effect?

awww thanx
1. first you duplicate the layer you want to have a glowing effect(i'd reccomend doing this part after ur satisfied with the coloring of ur picture)
2. you set the duplicate layer to "screen"
3. you go to filter, then choose "gaussian blur"
4.you then adjust the opacity of same layer to your liking(having a dark background will make it stand out more)
