Haha, Panty and Stocking was one of the first things I saw when I saw the thumbnail for this..
..and Kagami from Lucky Star..since I think they have the same voice actor and all.

Yup! Katou Emiri. She voiced both Kagami in Lucky Star AND Blossom aka Momoko in PPGZ. I was mind blown when I first noticed Momoko's voice.
