If I remember correctly she also touches him at the end of the Buu Saga on Kami's Lookout. (It's only a faint touch on his arm, though.)

You are correct. I hate that scene. Bulma would of ran up to him and kissed him. He was dead and brought back to life for God sake. Someone did a nice panel with no words. Fanart for that scene. She sees him and he sees her she hugs him so tight. He moved to hold her and picks her up in his arms. Another fanfic he picks her up and flies with her in the sky and talks to her. In the end they kiss and hold hands. But it's in Japanese.

I actually tried to analyze that scene a while ago (because I have no life...).
I think you're very right, she would have come running to him and showered him with kisses, because she was so happy and relieved to have him back. But I think she did not, because she knows him too well, knows that this would have embarrassed him endlessly. I even believe that the reason he turned his back to her was because he just couldn't take looking at her without being overwhelmed by his emotions - which he didn't want to show, especially not in front of everyone. Of course I have no idea, if Toriyama and the producers of that episode intended it that way, but in that way it does make sense to me. That she holds back her own feelings in order to not make him feel uncomfortable.
I'd like to imagine that she pulled him away from that scene and all the others, maybe inside the Lookout, and gave him a good portion of "Welcome back, honey", though; haha <3 Luckily there is enough fanwork that picked up where the manga/anime just didn't go into details.
