Siege Mages are not exclusive to Dragonkind, but other races prefer to use simpler and easier to produce warmachines, Siege Mages are hard to come by since the path to become one requires not only exceptional magical ability but also rigorous studies and training, for many armies it's easier to field Siege Engines than to get through the huge investment of training a Siege Mage, Dragons on the other hand see regular warmachines as bothersome devices that they can hardly keep up with their own flying forces and thus they prefer to use Siege Mages that can actually follow their forces easily and can fill other roles if the need arises.
