I use paint tool SAI. I just use the select tool and click on whatever option in the list then click "ok" without doing anything and it'll create a selection around it. Then up top on the options bar, click the "selection" dropdown menu, click increment for however many times. Create a new later UNDER the thing you want the effect on, then on that layer, color it in!
