Think of it as commercial character designing. Big name studios and companies hire character designers to create characters for whatever they need and adoptables are like a more affordable option for people who just want character designs for their own personal projects and things of the like. An artist draws a character, put it up for sale, someone buys it and the character now belongs to them and it's just another alternative to supporting an artist aside from commissioning them!
